On May 12, 2011, the Toronto Zoo Board of Management voted to end the Toronto Zoo elephant program and to send the elephants to zoos accredited by the US-based Association of Zoos and Aquariums (AZA). Zoocheck Canada and other animal welfare groups urged the Toronto Zoo Board of Management to send the elephants to one of two elephant sanctuaries, as they exceed the AZA elephant standards in almost every way, but this was rejected. A motion to investigate the sanctuary option was also rejected, despite the fact that no one from the Board or the Toronto Zoo had ever visited either sanctuary or conducted any kind of review or investigation. On October 25, 2011, City of Toronto council voted 31 - 4 in favour of retiring the three Toronto Zoo elephants to the PAWS sanctuary in California.
